Here is the solution! This is a video on how to perform a factory reset on your Apple iPad Pro M4 with a Windows PC.

iTunes Download - https://www.apple.com/itunes/

Step 1 - Download & install iTunes on the Windows PC
Step 2 - Put the iPhone into restore mode while connected via USB-C
Step 3 - Download the software file needed and allow the process to complete
