While these systems digitise credit cards, travel passes, concert tickets, and more for convenience, they act as intermediaries in payments without charging fees—profiting instead through the vast personal data collected, which fuels targeted advertising and behavioural profiling.

Governments are increasingly promoting digital wallets as part of broader systems involving digital IDs, central bank digital currencies, online censorship, facial recognition, and social credit scoring. In this framework, a government-controlled wallet could monitor spending patterns, travel habits, and locations in real-time, simplifying enforcement of policies like carbon emission limits or penalties for online speech. Banks already categorise purchases by CO2 impact, as seen in UK and Australian examples where transactions for eating out, shopping, transport, groceries, and leisure are assigned carbon values—paving the way for restrictions on allowances if behaviors deviate from approved norms.
